III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection by Kent Gorham of the Colorado Division of Minerals <br />and Geology. This former, contour strip operation is bond revoked. Inspection <br />frequency is quarterly, with one complete inspection each year. Ground conditions <br />on this day were dry with patchy snow in the shaded areas. The weather was mild <br />sunny, cool, and breezy. <br />Hvdroloaic Balance <br />Ponds 15-P12 and 15-P11 each held a small pool of frozen water. Embankments and <br />spillways appeared in good condition. Evidence indicates wildlife and cattle use <br />these ponds as a source of water, when it is available. <br />Reveyetati on <br />The vegetation on the reclaimed areas of ponds 15-P1 and 15-P10 is in the winter <br />dormant period. Heavy grazing last summer and fall may have damaged these areas <br />significantly. The only identifiable plant on the 15-P1 reclaimed area was cockle <br />burr from last growing season. Dry conditions continue to prevail. Erosion is <br />likely if plant cover does not improve with warming spring conditions. Without <br />control of grazing pressure, establishing significant vegetation on these areas <br />may be difficult. Cattle were not observed in the area on this day. Some new <br />fencing was noted to the east near pond 15-P12. <br />Overall, the areas inspected are in poor condition for the winter season. <br />3 <br />
