III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Cazbon Junction Mine conducted by Tom Kaldenbach. Mike <br />Savage represented the operator. The operator's earthwork contractor was very active onsite in the North <br />pit, topsoil stockpile 2, and the fill area at the north end of the Permanently Reclaimed Spoil Area. <br />The ground was dry. No problems were found on the site. <br />Records <br />All required records were on file at Goff Engineering. <br />Roads <br />The North Pit haul road was in good shape as it has recently been regraded for haul truck traffic that was <br />active during the inspection. <br />Hydrologic Balance <br />Pond 1(larg~e pond) -The pond was dry. The embankment and inslopes were in good shape. The flume <br />was in good repair. <br />Pond 2 (small pond) -The pond was dry. <br />Carbon Junction channel - Reconstruction of the channel is nearing completion as two culverts have <br />recently been installed underneath the main road, and rock lining has been placed in all but an approximate <br />50 ft long segment of the channel east of the road. Rock filter material (D50 < 0.5 ft) is being placed on <br />the bottom of the channel prior to covering it with the large (D50 >1.5 ft) rock lining. A rock headwall <br />remains to be placed on the road embankment at the culvert inlets on the east side of the road. <br />Bacl~lling and Grading <br />The South Pit drillpad has recently been backfilled, graded, and topsoiled. During the inspection the <br />operator's contractor was backfilling the North pit with material being hauled by approximately 5-50 <br />ton haul trucks from the northern part of the fill area that adjoins the Permanently Reclaimed Spoil <br />Area. The trucks were also hauling topsoil to the North Pit from stockpile 2 on the west side of the <br />haul road. A grader was maintaining haul truck pathways in North Pit. A water truck was spraying for <br />dust control. A D9 dozer was rough grading the backfill in North Pit. An excavator was placing <br />topsoil on the north toe of North Pit. The operator's representative explained that coal waste material <br />had previously been picked up from that area and was used as backfill in the pit. The special effort <br />being made to cazefully place topsoil at this difficult location, the steeply sloping north toe of the pit, is <br />commendable. It was very good to see the reclamation activity on the site. <br />
