A site inspection was made of the Howe Pit to evaluate the progress of on-site corrective <br />actions ordered by the Hoard under the terms of Notice of Violation MV-2001-041. Duane <br />Bollig of Mobile Premix Concrete, Inc. was present during the inspection. <br />2. MV-2001-041 was issued by the Board on October 17, 2001 and includes a number of <br />corrective actions with each to be completed by a specific date. One of the corrective <br />actions is as follows: Complete the installation of all components of the Revised Drainage <br />Control Plan no later than March 31, 2002. Therefore, the focus of this site inspection <br />was to evaluate the progress of field installation of various components of the Revised <br />Drainage Control Plan, recently approved by the Division via Technical Revision No. 1. <br />3. Mr. Bollig explained that field contruction of the Revised Drainage Control System began <br />on March 11, 2002. The inspection revealed that the operator has done a good job of <br />installing those portions of the drainage system for which all members of the Bull Seep <br />Task Force (a multi-agency group) have agreed upon. Those portions of the Revised <br />Drainage Control Plan relating to the Bull Seep are the portions that the operator has <br />begun contruction of since March 11, 2002. Those portions of the Revised Drainage Control <br />Plan relating to the 1" Creek Drainage are still under review by various members of the <br />Task Force and will be implemented following approval. <br />4. Specific observations noted during the inspection are as follows: <br />a. Earthmovers were delivering fill material in the northwest corner of the permit area where <br />the access road was partially washed out from the May 5, 2001 storm event. <br />b. Riprap had already been installed in the area noted as "buried riprap" in the northwest <br />corner of the permit area. <br />c. The Bull Seep corridor from Station 3900 to 4400 had been widened according to plans. <br />d. The Bull Seep corridor from Station 4400 to the Bull Seep slough had been cut and graded. <br />e. Fill material for the previously relocated Bull Seep was stacked nearby and will be used <br />as backfill as soon as the operator is ready to route drainage waters through the revised <br />Bull Seep alignment. <br />5.
