The gravel side of the operation is setup adjacent to and northeast of the placer site and presently consists of <br />a crusher/screen/wash plant and various product stockpiles. They are mining old placer waste material chat <br />was incorporated during the amendment process. The crush/wash/screen plant discharge goes into two <br />primary settling ponds where the majority of the material should settle out. The discharge from this pond also <br />flows into pond A and eventually into the same series as the placer discharge. A problem was identified with <br />this portion of the operation that is cited on page four of this report along with corrective actions. The problem <br />was that the ponds, although effective at treating the larger suspended particles, fails to treat the smaller clay <br />particles that remain in suspension and eventually flow into pond A. This lack of treatment will eventually cause <br />a problem in that the clay will settle out in pond A and more importantly in subsequent ponds causing the <br />bottoms to seal and water to not infiltrate properly back into the alluvial groundwater system. If the system is <br />comprised enough this could eventually lead to surface discharge of this treatment water which would <br />obviously lead to additional permitting through CDPHE. The corrective actions will involve submitting a <br />technical revision that designs a system that will provide adequate treatment in the primary ponds. This could <br />be a combination of more volume to provide longer residence time, the addition of baffles, or treatment of the <br />water with an approved flocculent. <br />The final problem is that the financial warranty has not been revised to accurately reflect the changes made as <br />the result of Amendment-04. This will be cited as a problem on page four of this report with 60 days to correct <br />the problem and submit the rest of the financial warranty. <br />This concluded the inspection.
