• (Page 2) • <br />t <br />MINE ID # OR PROSPECTING ID # M-77-443 <br />INSPECTION DATE 12/16/99 INSPECTOR'S INITIALS TAS <br />OBSERVATIONS <br />1. A site inspection was made of the Moon Pit as part of the Division's 9-Year Inspection <br />Program. Present during the inspection was Mr. Pat Weber of Hardrock Sand and Gravel. The <br />pit is located in Moffat County 17 miles west of Craig along County Road `. <br />2. The Moon Pit is permitted for a total of 5 acres. The operator has posted a financial <br />warranty of $2,500 in the form of a Certificate of Deposit. The post-mining land use is <br />rangeland/grazing. Disturbed slopes will be graded to no steeper than 3H:1'/, topsoiled, and <br />seeded with a rangeland mix. <br />3. Virtually all of the 4.99 acres shown on the mine plan map are disturbed. All disturbance <br />appears to be within the permit boundary. Disturbances include pit highwalls, overburden and <br />topsoil stockpiles, and product stockpiles in the floor of the pit. Reclamation [asks to be <br />completed include the following: 1)reduce approximately 1900 linear feet of pit wall <br />averaging 14' high from a 1:1 to 3:1 slope, 2) finish grading of approximately 1.0 acre-feet <br />of pit floor, 3) backfill and grade approximately 8000 cubic yards of over~.~urden stockpiled <br />around the periphery of the pit, 4) replace approximately 4000 cubic yards of topsoil <br />stockpiled around the periphery of the pit, and 5) revegetate approximately 5 acres. The <br />Division has calculated a total cost of $9,800 to complete these tasks. (See attached <br />COSCS). <br />4. Since the estimated reclamation liability at the site is $9,800, the existing financial <br />warranty is not adequate to complete the reclamation plan. The Division considers this <br />matter to be a problem that will require corrective measures. The Division requests that the <br />operator submit either a replacement warranty of $9,800 or a supplemental warranty of $7,300 <br />within 60 days. As an alternative, the operator may perform reclamation aeasures to reduce <br />the current liability to an amount equal to or less than $2,500. If this alternative is <br />chosen, the operator must provide photographs and a written description of reclamation tasks <br />completed. Please see page 4 for details. Attached are warranty forms for your use. <br />5. There was no entrance sign present at the time of inspection. Mr. Heber noted it is <br />likely that cattle grazing in the area have knocked down the sign noted during previous <br />inspections. This concern is noted as a problem and the operator was directed to replace the <br />sign. See page 4 for details. The permit boundary markers were still iri place. <br />6. Mr. Weber expressed an interest in mining an additional 5 acres to tt~e south. The mine <br />plan map submitted in 1992 shows a proposed permit area of 4.98 acres immediately to the <br />south. The Construction Material Rules & Regulations allow for disturba~ices of up to 9.99 <br />acres for Limited Impact 110c Permits. Therefore, in order to disturb +idditional acreage <br />under the terms of Permit No. M-90-134, the operator will need to submit -sn application for <br />a permit amendment with $575 application fee. The Division estimates Che reclamation cost for <br />the additional 4.98 acres to be $10,500 assuming the same mining and reclamation plan is <br />used. Attached are application and warranty forms as well as reclamation cost estimate. <br />
