The comments include discussion_of observations made- . <br />_ - --during the,inspection::.Comments also-describear~y: enforcement actions.taken_during the inspection. _ ~ - <br />-_ - . and the facts or evidence supporting theenforcemenfaction. __. _ _ _- - - .- - <br />This was a complete inspection of the Seneca II-W Mine conducted on May 20 and May 21, <br />2002 by Mike Boulay of the DMG. Robert Shevling of Seneca Coal Company was present <br />during the entire inspection. On May 20`s, Liza Graham and Jim Haskins from the Colorado <br />Division of Wildlife (DOW) met with DMG and representatives from Seneca Coal Company <br />(SCC) to inspect portions of the II-W South azea (please see Revegetation section of this <br />inspection report). Weather conditions were cloudy with light rain. Ground conditions were <br />generally dry throughout the majority of the site. The dragline was operating in the south pit and <br />coal was being hauled from the mine site at the time of the inspection. <br />H~gic Balance <br />Site Ponds 005, 006, 009, 015, and 016 were inspected. All sedimentation ponds were full. Only <br />Ponds 015 and 016 were discharging at the time of the inspection. SCC has been requested to <br />repair the surface damage at the northwest corner of the Pond 006 embankment (see inspection <br />report dated 04/24/02). Work is underway to repair the damage. Topsoil has been hauled to this <br />location to redress the slope. All other sedimentation pond inlets, discharge structures, and. <br />embankrnents were in good condition and no other problems were noted. <br />As requested by DMG, SCC is in the process of preparing a technical revision to address the <br />temporary impoundment of surface water in the 006 Gulch located north of Haul Road C and <br />east of the B Pit pre-settling basin. Spoil material has been pushed across the 006 Gulch. The <br />spoil material has been used to form an embankment and a temporary access road to a producing <br />oil well. The technical revision will address removal of the impounded water and will provide a <br />design for an access road to the oil well. <br />Backfill & Grading <br />Backfill and grading operations aze well underway in the A Pit. Good progress has been made in <br />both the upper and lower ends of the A Pit. <br />Backfill and grading has been completed in the D Pit. However, some final grading will be <br />required in the very lower end of the D Pit in the vicinity of Road G. Road G is heavily rutted at <br />this location and impassable. The D Pit has been seeded with a temporary seed mix to reduce <br />erosion, until topsoil redistribution can be completed. <br />
