III. COMMENTS - COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection conducted by Kent Gorham of the CDMG. This site is
currently in active status and conducting reclamation work including some
backfilling and grading and topsoiling of recently regraded areas. Equipment was
not on site on this day. Ground conditions were dry and the weather was cloudy
with thunderstorms in the area.
Roads
The road to the West mine was found dry but moderately rutted, likely due to
traffic during muddy conditions associated with demolition of the West mine
warehouse. A private party conducts this demolition, normally on weekends.
Hydrologic Balance
The two containments at the West mine were dry with only mud in the bottom. As
mentioned in last months report, the operator should evaluate each of the five
containments at this site with regard to sedimentation and clean them if necessary
when equipment is available.
Pond 7 held water in the back of the pond that was cleaned of sediment within the
last year. The operator should re-install the sediment marker removed from this
area during cleaning as soon as possible for future sediment measurements.
One stream buffer zone sign was observed knocked down on the north side of the
river between the two diversion structures. Please replace this sign as soon as
possible.
Revegetation
Ron Thompson of Peak Project Management was on site fertilizing areas recently
topsoiled and reseeded. The fertilizer mix was 30-10-10 (N-P-K), mixed
specifically for this site by a local business. It was being applied using a
broadcast spreader mounted on the back of an ATV.
Houndstongue is beginning to flower at the West mine and should be controlled as
necessary to prevent further establishment, especially with the increase of
reclaimed and newly reseeded areas.
Overall, the site appeared in good condition.
3
