• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-74-092 <br />INSPECTION DATE 05/19/99 INSPECTOR'S INITIALS ESC <br />OBSERVATIONS <br />This was an inspection of the Barlow Pit conducted by Erica Crosby and Carl Mount of the <br />Colorado Division of Minerals and Geology. Joe Intermill of the Colorado Department of <br />Transportation accompanied the inspection. Douglas Dowling representing Dorn Ready Mix was <br />present during the inspection. <br />The mine site is located 3 miles East of Fort Morgan, between the South Platte River and <br />Interstate 76. The joint DMG and CDOT inspection was conducted due to concerns of the <br />proximity of the pit to I-76 and the estimated pit depth of 60 feet. The operator filed a <br />technical revision to update the mining and reclamation plan as required by the 2/3/99 <br />inspection report. The revised mining plan would extend the pit depth from 35 feet to 60 <br />feet. The CDOT was notified of the increase in pit depth due to the proximity of the pit to <br />the I-76 right-of-way. <br />The operator furnished a boat with a depth finder to determine the side slopes and the actual <br />depth of the pit. The depth finder was verified using a weighted measuring tape. Thirty <br />measurements were taken with a measuring tape from the boat to the south shoreline. The pit <br />depth was noted with each corresponding measurement. The south shoreline ranged from <br />3.12h:1v to 1.42h:1v. See attached drawing for further detail. <br />Rule 3.1.5(7) of the Construction Material Rules and Regulations state that unless otherwise <br />approved by the Division, all slopes of a lake or pond shall be no steeper than a ratio of <br />2h:ly, except from 5 feet above to 10 feet below the expected water line where slopes shall <br />be no steeper than 3h:1v. Nearly half of the measurements were less than the required 2h:ly <br />slope required 10 feet below the water line and only 3 measurements were 3h:ly or greater. <br />The Division inspected the banks of the south shoreline for signs of instability. I-76 is <br />100 to 150 feet from the edge of the pit. Powerlines were also noted less than 100 feet from <br />the pit. A ditch is located between the pit and I-76, at the toe of the CDOT right-of-way. <br />The operator stored a topsoil pile along the south side of the pit. No instability features <br />(tension cracks, slumps, slides, etc.) were noted along the south end of the pit as a result <br />of the increased pit depth and pit side slopes. I-76 does not appear to be in jeopardy from <br />the mining activity at this point in time. CDOT remained concerned regarding the pumping <br />capacity of the sand pump used to mine the pit and the rate of water recharge. This issue <br />should be further discussed in the technical revision submitted by the operator. <br />The operator requested the technical revision decision due date be extended to August 6, 1999 <br />in order to obtain signed agreements from CDOT and the Power Company regarding structures <br />within 200 feet of the affected area. The Division will grant this extension, but the <br />Division will proceed to estimate the cost to reclaim the pit to the required slopes.
