III. Comments - Compliance <br />Below are Comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />Thursday, August 15, 1991, MLRD conducted a partial inspection at <br />the Somerset Mine. Present during the inspection was Basil Bear <br />and Bill Bear jr. During the inspection the weather was clear and <br />warm. <br />The Somerset Mine is continuing construction of the portals. <br />Workers were constructing heavy "I" beam frames into the portal <br />entries. The mine will construct an archway within these frames <br />and this will be buried. The mine is producing small quantities <br />of coal during the development of the portals. The railroad has <br />almost completed the track relocation. Sections of track have <br />been brought in and Friday the railroad had begun to lay the <br />sections. The mine estimates that it will take 2 to 3 days to lay <br />all the track. <br />The mine set pre-poured concrete footers for the conveyor. The <br />mine can not begin work on the access road to the portals until <br />the railroad establishes the new track. I did not notice any <br />problems with the sediment control system. <br />
