III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II-W mine site. The weather was clear and <br />cool. Most of the site was snow covered except for a couple spots where the snow <br />had melted on spoil material. No coal was being trucked from the mine. The <br />dragline was operating in the south extension area, nearly due east of Pond 016. <br />SCC has submitted a Permit Revision to allow mining of the Wolf Creek and Sage <br />Creek coal seams in the south extension area. Proposed mining would be east of the <br />currently permitted mining in the Wadge coal seam. The revision also addresses <br />proposed changes to the backfilling and grading schedules and mining in the B-pit. <br />Roads <br />Roads had some snow cover in places, dry in other place, but overall well <br />maintained. Haul roads H, I and J are being used by the haul trucks. Haul road A is <br />no longer in use for coal removal. <br />Hydrologic Balance <br />Sediment ponds 005, 006 and 016 were visible during the inspection. All these ponds <br />were snow covered. <br />Backfillina and Gradina <br />Three dozers, a D-10,,D-11 and D-4 were backfilling the D-pit area. The highwall was <br />shot last week and SCC is in the process of reducing the highwall to create final <br />grade. Survey stakes were in place for the final drainage. SCC estimates it will take <br />approximately one more month to complete the grading at the D-pit. <br />Pit A remains open. Small portions of the pit have been backfilled, but significant <br />work remains to be done. The south extension area pit is also open. <br />A pile of coal remains at the top of the A pit where the pit turns south. SCC is in the <br />process of hauling the coal out. <br />
