INSPECTION REPORT - PAGE 2
FILE N0. M-76-020-SG
DATE: July 8, 1985
OBSERVATIONS OF IMPORTANCE:
1. The inspectors were accompanied by Mr. Jack Williams. No mining in the
"Dredge Hole" was being conducted at this time. Gravel was stockpiled from
previous mining. In general this is a well maintained and efficient operation
and is in compliance with permit requirements.
2. There has been concern at this site for possible bank erosion up stream
from the mining area. The operator stated that a dam is constructed upstream
from the dredge hole in late summer through early winter (low flow) i:o divert
water so the dredge hole can be mined. The location of this dam would not
create a substantial back water condition or create an unstable bank, The
operator stated that in the past a smaller dam has been constructed i'urther
upstream to divert water into the stream channel that is further easi:. This
dam may have been at least partially outside of the permit boundary. At the
time of this inspection no dam was constructed in the area. It was discussed
with the operator that all mining related construction must be within the
permit boundary. See recommendation No. 1.
3. A pond and a portion of a previously constructed stream channel dike has
washed out north west and outside of the permit boundary. Reconstruction of
this dike and pond were discussed. The inspector stated that if mining or
construction directly related to mining is to be conducted in this area then a
permit amendment should be filed. If the purpose is to soley reconstruct the
channel berms, then a permit amendment would not be required.
4. The wash plant sediment pond was inspected this pond is near full with
sediment. See Recommendation No. 2.
5. The Division appreciates the cooperation of Mr. Jack Williams of Animas
Aggregate during this inspection.
RECOMMENDATIONS:
1. Mark and identify permit boundaries. Notify employees that no mining or
mining related construction is to be conducted outside of the permitted area.
2. Submit a plan to clean the sediment pond and dispose of the accumulated
sediment. This plan should include a time frame for this work and should be
submitted prior to August 1, 1985.
/ygt
Doc. No. 2251
