Please find attached a copy of my reconstruction of the blast <br />of 2/16/03, 4:04 PM, Cut No. 63, Station 34+00 to 44+00. This reconstruction was based on <br />information attained during the coal complete inspection of February 18, 2003, and the <br />information subsequently made available to the Division by Colowyo Coal Company, L.P. <br />First, the time, to a tenth of a millisecond that it took from a common point of initiation for a <br />hole to be detonated, was calculated. The parameters and values used, and the conclusions of this <br />step, are presented in Enclosure 1. Second, an 8-millisecond time period was progressively <br />applied throughout the duration of the blast to determine those holes that were detonated during <br />an 8-millisecond time period; and, in turn, the pounds of explosive that were detonated within <br />any 8-millisecond time period. This step is presented in Enclosure 2, <br />Please review the reconstruction for accuracy, based on our mutual acquisition of information, <br />and provide me with your assessment of the reconstruction.
