III. Comments - Compliance
Below are comments on the inspection. The comments include discussion of
observations made during the inspection. Comments also describe any
enforcement actions taken during the inspection and the facts or evidence
supporting the enforcement action.
On September 25, 1991 a partial inspection was conducted at the
Somerset Mine.
A facility representative was not present. During this inspection
a video tape was made of the intersection of the mine access road
with the State highway. This tape will be presented during the
October Board Hearing. The video tape shows haul trucks traveling
to and from the mine. The intersection was noted to be washed 3
times during the observation period of about 2 hours. The
intersection was washed at 9:15 a.m., 10:15 a.m. and at about
11:30 a.m. The trucks appeared be only about 50% to 60% full. No
coal was noted spilled from the haul trucks. Some dust was noted
from one truck as it entered the State highway from the Bear Mine
haul road. Apparently the tires of the truck, as it was turning
on the highway, went off into the gravel on the side of the road.
No dust was noted coming the mine access road or at the
intersection. No dust was noted coming from coal unloading
activities at the mine.
No problems were noted.
