III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On September 25, 1991 a partial inspection was conducted at the <br />Somerset Mine. <br />A facility representative was not present. During this inspection <br />a video tape was made of the intersection of the mine access road <br />with the State highway. This tape will be presented during the <br />October Board Hearing. The video tape shows haul trucks traveling <br />to and from the mine. The intersection was noted to be washed 3 <br />times during the observation period of about 2 hours. The <br />intersection was washed at 9:15 a.m., 10:15 a.m. and at about <br />11:30 a.m. The trucks appeared be only about 50% to 60% full. No <br />coal was noted spilled from the haul trucks. Some dust was noted <br />from one truck as it entered the State highway from the Bear Mine <br />haul road. Apparently the tires of the truck, as it was turning <br />on the highway, went off into the gravel on the side of the road. <br />No dust was noted coming the mine access road or at the <br />intersection. No dust was noted coming from coal unloading <br />activities at the mine. <br />No problems were noted. <br />
