MINE ID # OR PROSPECTI~ID#: M-1978-305 ~ PAGE: 3 <br />INSPECTION DATE: 9-11-00 INSPECTOR'S INITIALS: ACS <br />outcrop: strike N3 E, dip 63E. Rock exposed at the surface in zones #4, #7, and portions of <br />zone #8 is Tertiary age welded tuff. Based on observations made in the field, the tuff layer <br />appears to be horizontal and thin and is underlain by biotitic gneiss with minor quartzite. <br />Gneiss crops out at the top of the knob in zone #8. These outcrops are limited in extent <br />making observations and conclusions about structural geology difficult, but the primary <br />jointing appears to be near vertical in this zone. Vertical jointing and an absence of <br />joints dipping out of the proposed quarry face would be very favorable for stability, and <br />zone #8 is the location of the highest proposed quarry face. <br />The measurements of joints taken during this inspection are intended to provide some <br />indication of the possible presence of joint orientations that may be adverse to stability <br />as the quarry is developed. These measurements are in no way intended to be construed as an <br />evaluation of the structural geology in and around the proposed quarry. In general, the <br />geology at the location of the Dickerson Pit appears favorable for the development of the <br />proposed 200-foot maximum-benched highwall. However, the Division cannot grant an approval <br />of the proposed highwall without more rigorous and quantitative analysis as discussed in the <br />July 31, 2000 memo. Gunnison Gravel is currently engaged in discussions with the Park <br />Service, which owns the surface estate, and the Dickersons, who own the right to quarry the <br />"granite." It is possible thaC these discussions will result in a scaled down quarry <br />proposal to mine into zone #5 and reclaim to a maximum 2:1 slape. The Division of minerals <br />and Geology will stipulate to the stability of a 2:1 reclaimed slope at this location, and <br />no further stability analyses would be required for approval of the scaled down plan. <br />Gunnison Gravel may want to consider seeking the Division's approval of the conversion <br />application (CN-O1) with an initial mine plan that includes only zone #5 and specifies a 2:1 <br />reclaimed slope. Through conditional approval of CN-O1, all 8 mining zones would be <br />incorporated into the permit area with the stipulation that zones numbered 6, 7, and 8 could <br />not be further affected until a technical revision is submitted and approved demonstrating <br />that the proposed highwalls will be stabilized (Rule 3.1,5(3)). The Division is prepared to <br />work with Gunnison Gravel to assure that any evaluations of structural geology and highwall <br />stability at the Dickerson Quarry can be completed in a stepwise fashion with minimum outlay <br />of capital on consulting fees, et cetera.
