.~ <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On September 28, 1996 at approximately ]300, Harry Ranney from the Divi- <br />sion of Minerals and Geology completed a partial aerial inspection at the San- <br />born Creek Mine. The mine remains active, producing over one million tons <br />of coal per year. <br />Roads: <br />Roads at the Sanborn Creek and Hubbard Creek sites, appear to be in good <br />condition. <br />Hydrologic Balance: <br />At the Sanborn Creek site: <br />• Pond B is seen to contain water, however, it is not overflowing and ap- <br />pears to be several feet below the spillway. <br />• The East Yard sediment pond is dry at this time. <br />Backfill and Grading: <br />At South Hubbard Creek: <br />• The graded areas blend into the surrounding area. <br />• The boulders to keep vehicles out of the area to be revegetated, are visible. <br />• Portals are not visible from the air. <br />Processing Waste: <br />The GOB pile at Sanborn Creek appears to be stable. <br />Topsoil• <br />The topsoil pile in the photo of Sanborn Creek site, appears to have reason- <br />able vegetative cover. <br />
