III. COMMENTS -COMPLIANCE Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. This partial inspection of the Carbon Junction Coal Mine was conducted by Wally Erickson from the DMG field office in Durango, 484 Turner Drive, Building F, Suite 101, Durango, CO 81301, phone (970) 247-5193. No individuals were contacted, no activities associated with the coal mine were observed. Signs & Markers -Mine identification sign was posted at the mine entrance. Permit boundary markers were observed. Topsoil stockpile signs were posted. Topsoil -Topsoil stockpiles were protected by vegetative cover. Evidence of erosion by drainage or wind was not observed. Roads -Haul roads and access roads were well maintained. Haul road within permit area is asphalt surfaced. Road side drainage ditches and culverts appeared well maintained. Portions of the gravel surfaced county access road had been recently oiled. Hydrologic Balance -Sediment pond 1, located at the south end of the permit area, was dry. Pond bottom and inslopes were well vegetated with grasses. Primary spillway, located at the north end of the pond, was clear of sediment and debris. Vertical riser at spillway inlet was intact. Secondary spillway, located at south end of pond, was well vegetated and stable. Pond inlets were located at NE corner and east side. Sediment pond 2, located along the west side of the permit area, was wet but no water visible. Pond bottom was well vegetated with willow shrubs, cattails and cottonwoods. Support Facilities -Mutual Use Area (MUA) contained numerous vehicles and heavy equipment. Fuel tanks were enclosed by spill containment berm, tanks appeared intact, no evidence of rupture or leakage. Stockpile of 55-gallon drums were surrounded by spill containment structure.
