.. -~ • (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-1990-094 <br />INSPECTION DATE 1-10-02 <br />INSPECTOR'S INITIALS GRM <br />This inspection was conducted as part of the normal monitoring program of the Colorado Division of Minerals and Geology. <br />The Inspector was accompanied by Parkerson Construction Representative and consultant Milton Derrick. <br />The Orchard Grove Industrial Pft is a 112c permitted site. At the time of the inspection no mining was in progress, however <br />materials were being removed from stockpiles noted on the annual report, <br />The permit sign was noted at the scale house which is located at the main access to the site. Some of the affected area <br />boundary markers were not observed and must be installed per the requirements of Rule 3.1.12 (2) that state: The boundaries <br />of the affected area will be marked by monuments or other markers that are clearly visible and adequate to delineate such <br />boundaries. The lack of boundary markers is noted as a problem with the corrective action(s) and correction date specified <br />on the last page of this report. Specifically, boundary markers along the north and eastern sides were not observed. The west <br />boundary is easily distinguished by 23 ~/a Road and the southern boundary by the Redlands Express Way. It should be noted <br />that when mining approaches the southern limit better marking will be necessary. The current tamarisk grove in this area <br />makes it difficult to discern the exact boundary, but mining disturbance is far enough away that the marking is not an issue at <br />this time. <br />Topsoil and overburden piles are stored separately and appear to be of sufficient quantities to meet current reclamation <br />requirements. <br />No trash was noted on site. Imported inert materials noted in the permit are being used to help backfill mined areas. The <br />materials appear to be clean concrete with no appreciable amounts of rebar. <br />Noxious and/or problematic weed infestation was observed within the affected area. The infestation, 'rf not controlled, will most <br />likely hinder and/or delay successful reclamation of this site and contribute to off-site spreading and establishment of these <br />weeds. The approved weed control plan is either not being implemented or is not effective in it's current application. Please <br />indicate what measures will be taken to improve weed control and, if appropriate, submit a technical revision to incorporate <br />these measures into the permit. Weed infestation is noted as a problem, with the corrective action(s) and correction date <br />specified on the last page of this report. Significant progress toward control of on-site weeds must be demonstrated within <br />three years to avoid potential Board action. A copy of this report wiil be sent to the appropriate weed control authority for this <br />area. Specifically knapweed was observed along the eastern edge and northeast corner of the pond area. <br />The reclamation cost estimate was not recalculated as part of this inspection. The current estimate was recalculated less than <br />three years ago and the operation is in compliance with the approved mine plan and reclamation plan.
