III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Carbon Junction Mine for the month of February, 2003. <br />Availability of Records: The records were satisfactory, see page 5 of this report for details. <br />Hydrologic Balance: All ditches, culverts and ponds were inspected. Both ponds were snow covered, <br />appeared stable, and were not discharging. All culverts were clear and capable of functioning as <br />designed <br />General Mine Comalfance: The site has commenced reclamation in the south pit area and has <br />completed a large portion of the permanent diversion of Carbon Junction canyon's drainage. Due to the <br />significant snowstorms, the gravel filler blanket could not be observed, nor was it practical to determine <br />the cross section of the ditch to determine if construction mel design parameters.
