' • (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-80-135 <br />INSPECTION DATE 03/15/99 INSPECTOR'S INITIALS ESC <br />OBSERVATIONS <br />This was an inspection of the Headley Farms Pit conducted by Erica Crosby of the Colorado <br />Division of Minerals and Geology. Al Campbell representing Farmers Sank of Brush was present <br />during the inspection. Weather conditions on site were cool and clear. Ground conditions <br />were dry. <br />The mine site is located roughly 5 miles northeast of Hrush in Morgan County. The permit <br />area encompasses 59 acres, and consists of four (4) pits. The mining and reclamation permit <br />was issued to Galen & Thelma Jean Headley on October 7, 1980. The permit was transferred to <br />Farmers State Bank of Brush May 1983. The site was last inspected by the Division on August <br />8, 1985. The bond currently in place is in the amount of $20,000.00. <br />According to Al Campbell, mining activity has not taken place at the Headley Farms in a <br />number of years. The four pits were permitted under the original application as Gravel Pit <br />#1- 17.16 acres, Gravel Pit #2- 11.16 acres, Gravel Pit #3- 17.82 acres and Gravel Pit #4- <br />18.34 acres. A permit amendment and technical revision were submitted in 1990 to remove 9 <br />acres from Gravel Pit #3 and add 7 acres to a new Gravel Pit #4A, just north of Gravel Pit <br />#1. A copy of the original map and revised maps are enclosed for reference. <br />Gravel Pit #1 is roughly 10-15 feet deep. No reclamation has been conducted to date. <br />Topsoil piles were noted on the south and north sides of the pit. The pit side slopes are <br />nearly lh:ly, and the disturbed areas are dominated by knapweed. Quite a bit of erosion was <br />noted on the south side of the pit due to lack of vegetation. Knapweed is considered a <br />noxious weed, and will need to be controlled on site. See page #3 for corrective actions. <br />Gravel Pit #2 is directly south of Gravel Pit #1, and consists of a pond and pit highwalls. <br />Pond slopes range from 4h:ly to 1h:ly. Cottonwoods and grasses are well established along <br />the shoreline of the pit. Unless otherwise approved by the Division, all slopes of a lake or <br />pond shall be no steeper than a ratio of 2h:ly, except from 5 feet above to SO feet below the <br />expected water line where slopes shall be no steeper than 3h:ly. The pit currently does not <br />meeC the reclamation standards noted above. <br />Gravel Pit #3 consists of a pond that is well vegetated with trees and grasses. The pond <br />slopes are roughly 4h:ly, and have a nice shoreline meander. Al Campbell stated that mining <br />has been completed in this pit. <br />Gravel Pit #4 was not inspected due to access. The pit is located west of County Road 31. <br />Al Campbell stated that property west of County Road 31 is not owned by Farmers Bank of <br />Brush, and the status of the pit was unclear. The operator is liable for reclamation of <br />Gravel Pic #a under permit M-80-135. If the operator wishes to be relieved of mining and <br />reclamation responsibility of Gravel Pit #4, the operator can either 1) request a bond <br />release (Rule 4.16) for that area of the operation (if the site has not been mined, or mined <br />and reclaimed to the performance standards), or 2) transfer Gravel Pit #4 to another entity. <br />A copy of the bond release rules are enclosed. <br />~~ . d <br />
