General Mine Plan Compliance <br />In the bond release area, the operator appears to be in compliance with all aspects of the mine plan and <br />appears to have fulfilled all reclamation obligations. <br />Reveeetation <br />We walked over seeded azeas in the conveyor corridor. Vegetative cover appeazed consistent with the cover <br />values reported in the bond release application. Herbaceous cover was dominated by wheatgrass, brome, <br />timothy, and bluegrass. Abundant forbs were cicer milkvetch, yarrow, and curlycup gumweed. No weed <br />problems or significant bare areas were found. The substantial species diversity indicates the vegetation is <br />well-established and probably has long-term stability. <br />Slides and Damage <br />Slope stability. No rock falls were appazent on the Goat Trail road. The ground appeared stable along road <br />outslopes. No tension cracks were evident at the tops of slopes and no bulges were evident at the base of <br />slopes. <br />Erosional stability. No rill or gully problems were found on the bond release parcel. <br />Reclamation Success <br />Observations made during this inspection of the approximate 15.6-acre parcel requested for Phases I, II, <br />and III bond release indicate the operator has: removed all structures, successfully backfilled and <br />regraded the lands, established drainage control, successfully established vegetation, stabilized the lands, <br />and has completed all reclamation obligations set forth in the mining and reclamation permit application. <br />The vegetation appears to be adequate for use of the lands for commercial/industrial use, the approved <br />post-mining land-use. The land currently is being used for commerciaUindustrial use (powerline <br />corridor). Observations made during the inspection would support a finding that in the bond release area <br />the operator has met the requirements for Phases I, II, and III bond release. <br />5 <br />
