III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology. This site is temporarily inactive due to the shutdown of the sister operation <br />Lorencito Canyon, #C-96-084. The weather was cloudy, windy, and cold due to a weather <br />front bringing 2-3 inches of new snow to the area. <br />Roads <br />The access road to the Refuse Disposal Area requires blading of the surface and reshaping <br />of the ditches. Although not heavily traveled, this road is prone to maintenance problems <br />due to steep side slopes and rocky terrain. Rockfall and sloughage along the cut slopes is <br />common. Some rutting of the surface at and below bends in the road was noted. This is the <br />only access to the operational surface of the RDA. The operator should ensure this work is <br />pertormed when equipment is brought to the site later in the spring. <br />Hvdrolooic Balance <br />Pond 8 was observed snow covered and frozen. Pond 7 held frozen water in the inlet area <br />Pond 4 was snow covered but held no significant amount of water. Pond 6 was dry. All <br />pond embankments were traversed and found in good condition. No discharge was <br />observed due to low water levels. <br />Processing Waste <br />The Refuse Disposal Area was traversed on foot. The 100-year ditch appeared intact and in <br />functional condition. Inlets to the east and west downdrains were clear of debris and <br />excessive sediment, ensuring flows enter the downdrains as designed. The operator is <br />currently considering changes to the reclamation plan for the RDA and will likely submit this <br />new plan to the Division in the late spring. <br />Subsidence <br />The small subsidence hole above one of the West Mine portals has not grown in size since it <br />was last inspected. The fence surrounding the hole was found intact and will serve to <br />effectively keep out man and beast. <br />Overall, the site appeared in good condition for the winter season. No problems were noted. <br />
