<br />Ensure that designs are certified by a registered professional engineer. On the design <br />exhibits, engineers should certify that the design complies with the State program and <br />generally accepted engineering praaices. (When applicable, the permit should contain <br />documentation ofMSFIA approval. Whenever reviews reveal a difference between whet is <br />required in the State and Federal programs, OSM should require a State program <br />amendment.) <br />• As-built Certifications <br />Review engineered as-built certifications to verify that a professional engineer is attesting <br />to the fact that construRion was in conformance with the approved permit design. The <br />applicable permit exhibit should be referenced in the certification. <br />• Stream Channel reconstruction <br />Determine if recunst~ucted streams, and associated flood plains, are being restored to <br />suitable configurations and that erosion control measures have been adequately addressed. <br />• AOC/Variances to AOC/Excess Spoil 'c <br />Evaluate variances to AOC to determine if excess spoil piles are being designed to be <br />compatible with the surrounding terrain and will minimize erosion. All infomtation <br />pertaining to the approval should be documented in the permit files. <br />• Tracking ofNov's/Permit Stipulations and Revisions <br />The State method of ensuring compliance with permit stipulations and resolution of <br />NOV's could be evaluated with emphasis on 61e documentation. <br />• Bond Amounts/ldentification of Mining Disturbance <br />The assumptions upon which bond amounts are determined could be reviewed. Reviewers <br />could evaluate the adequacy of the worst-ease-reclamation scenario upon which bonds ere <br />based. Such a review would also reveal whether or not ell disturbed areas have been <br />clearly identified and an adequate reclamation schedule was provided.
