• (Page 2) • <br />MINE ID # DR PROSPECTING ID # M-77-526 <br />INSPECTION DATE August 17, 1996 INSPE(:TOR'S INITIALS TAS <br />OBSERVATIONS <br />1. A site inspection was made of the Worthing Lakes Pit. Present durin•3 the inspection was <br />Steve O'Brian of Environment, Inc. This inspection was conducted as a follow-up to a <br />previous inspection by the Division on February 27, 1998. The purpose of the inspection was <br />to complete measurements necessary for calculation of a current reclamation cost of the pit. <br />2. The northern portion of the permit area has been reclaimed to a water ski lake. <br />Approximately 6 acres of affected land surrounding the lake has a severe infestation of <br />noxious weeds, ie: diffuse knapweed and either Canada or Musk thistle. ]Zeview of the permit <br />file does not indicate that a weed control plan has been developed for noxious weeds at the <br />site. In accordance with Rule 3.1.10(6) of the Rules & Regulation for the Extraction of <br />Construction Materials, the Division requests that the operator submit a weed control plan <br />for the entire permit area which includes control methods to be used for all noxious weeds <br />present. The weed control plan should be submitted in the form of a tE:chnical revision to <br />the mining & reclamation plan. It is also the responsibility of the operator to control <br />infestations of noxious weeds on affected or reclaimed lands. This inspector recommends the <br />operator implement a weed control program for noxious weeds at the site as soon as possible <br />to minimize the potential for spread of the infestation(s). This matter is considered to be <br />a problem that will require corrective actions by the operator. P1 ease see page 4 for <br />corrective actions. <br />3. The north shore of the water ski lake is unstable in several areas and will need to be <br />backfilled or regraded from a 0.25 to a 3:1 slope prior to financial warranty release. The <br />shoreline area to be regraded is 1100 linear feet in extent and is estimated to be 6 feet in <br />height. The estimted volume of backfill and grading required is 2,000 cubic yards. This <br />item is noted as a problem that will require corrective actions by the operator. Please see <br />page 3 for details. <br />4. There is also a "cut bank" portion of the water ski lake shoreline that is unstable and <br />will need to be either backfilled or regraded prior to financial warranty release. The cut <br />bank is approximately 65 linear feet in extent and 4.feet in height. They volume of backfill <br />and grading required is approximately 30 cubic yards. This item is noted as a problem that <br />will require corrective actions by the operator. Please see page 3 for details. <br />5. The overburden/subsoil stockpile left along the northern shore of thc~ water ski lake has <br />been estimated to be 20,790 cubic yards (8' x 100' x 700'). This stockpile will be used <br />primarily during backfill & grading of affected land in the southern portion of the permit <br />area. <br />6. Seven acres of affected land north and east of the water ski lake will need to be <br />scarified and revegetated according to the approved plan prior to financial warranty release. <br />7. The trash and refuse in the northwestern portion of the permit area as noted in the <br />February 27, 1998 inspection report has been removed. <br />8. The southern portion of the permit area has minor disturbance, stockpile areas, and <br />affected land that has been partially reclaimed. Reclamation tasks to be completed in this <br />area of the permit include the following: <br />A) Reduce 600 linear feet of 20 foot high slope along the telephone line corridor from 1:1 <br />to 3:1. <br />
