III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Cazbon Junction Mine conducted by Tom Gillis of CDMG. No one <br />represented the operator during the field portion of the inspection. The mine site was mostly dry at the <br />time of the inspection, however there was evidence of significant runoff through the site resulting from <br />storm events occumng within the past few days. <br />Roads <br />A portion of the main (paved) access road through the site has some minor accumulation of sediments, <br />apparently from a small section of borrow ditch that temporarily silted-in and flowed over the road surface <br />to the ditch on the opposite side of the road during runoff. This is not considered a problem at the present <br />time however since all drainage from disturbed azeas, including this section of roadway, is being <br />adequately routed to a sediment pond. Nontheless, some routine ditch & culvert maintenance work needs <br />to be undertaken in the near future to ensure that the drainage control system continues to function <br />properly. <br />Hvdroloeic Balance <br />The lazge pond situated adjacent to the box cut spoil pile was dry at the time of the inspection despite <br />heavy storm events occurring within the past few days. The smaller pond situated in the gulch below the <br />South Pit Area contained some water at the time of the inspection but the water level was below the <br />elevation of the principle spillway. <br />Reve¢etation <br />The thistle infestation referenced in the previous inspection report still needs control on the south half <br />of the permanently reclaimed spoil area and at the mouth of Carbon Junction Canyon. Seeding work at <br />the gravel pit disturbance situated immediately adjacent to and within some portions of the coal permit <br />area appears to be finished, with germination evident on approximately 20-25% of seeded azeas. <br />
