III. COMMENTS -COMPLIANCE ! / ~~~ C"~~- -~~ <br />~ ~, 16~rb~d ~, ~ <br />Below are comments on the Inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Hayden Gulch Loadout conducted by Jim Stark of <br />CDMG. The loadout is currently in temporary cessation. The weather was warm and <br />sunny and the ground was damp (it had rained every night for about one week prior <br />to the inspection). <br />Sians and Markers: All of the required signs (including the mine ID sign, permit <br />boundary markers, topsoil stockpile markers, etc.) were in good shape and properly <br />displayed. <br />Roads: Haul Road 1, Haul Road 2 and the access road to the office were all well <br />maintained and in good condition. These roads are beginning to fill in with <br />vegetation as a result of not being used. Access to the loadout Is via the Tie-Across- <br />Haul-Road of Seneca Coal Company. This road was also well maintained and in <br />good condition. <br />Hvdroloaic Balance: -The loadout truck loop pond (pond 1) contained water at a <br />level just below the discharge pipe. The pond was well vegetated and appeared to <br />be stable and in good condition. <br />-The loadout rail loop pond (pond 2) contained a small amount of water in the <br />bottom. The pond was well vegetated and appeared to be stable and in good <br />condition. <br />- The sumps leading from the ditches to the rail loop pond (pond 2) all contained a <br />small amount of water. <br />- All of the ditches appeared to be well vegetated and stable. There were no <br />problems due to erosion observed in any of the ditches, <br />- The three culverts that are under the conveyor and the culverts running under the <br />rail line were all clear and in good condition. <br />Topsoil: All of the topsoil stockpiles were well vegetated and in good condition. The <br />topsoil marker signs were in place and in good condition. <br />Fish and Wildlife: There were several deer grazing on the site and there was evidence <br />of many more having been at the site. <br />
