<br /> <br />MINE ID # OR PROSPECTING ID #: M-1991-060 <br />INSPECTION DATE: 5/8/00 <br />(Page 2) <br />OBSERVATIONS <br />INSPECTOR'S INITIALS: JCS <br />This inspection was pre-operational in nature and conducted as a result of Lincoln County's <br />application to convert the Ravenkamp Pit No. 1 to a 112c operation. The pit was inactive at <br />the time of the inspection. The County was represented by Pete Aragon and Chris Monks during <br />the inspection. <br />The ID sign for the pit was in order. The notice of the conversion application was also <br />posted. The boundaries of the proposed 112 permit area had not been marked by the time of the <br />inspection; so it was not possible to completely check the area against representations of <br />it made in the conversion application. The absence of boundary markers for the proposed 112 <br />permit area is not considered a compliance problem at this point. These must be installed, <br />however, if approval of the application is secured. <br />The proposed permit area will total 40 acres in size and is intended to correspond with the <br />NE SE quarter quarter of Section 8. The area actually to be affected by the mining operation <br />lies inside the proposed 40 acre permit area. Ravenkamp Farms owns the property adjacent to <br />the proposed permit area to the north, west, and south. There is, however, a different owner <br />for the adjacent property to the east. The affected area of the pit, however, is proposed to <br />be maintained by the County at a distance of at least 200 feet from this eastern property <br />line and permit boundary which is marked by a fence. As a result of this commitment by the <br />County, this adjacent land owner was not sent an individual notice of the application. The <br />fence, at this distance, is not considered at risk from the mining operations. <br />The shape of the reclaimed pit is approximated on the Reclamation Plan Map in the <br />application. The Division's adequacy review indicated some concern in regard to the indicated <br />presence of a small EW trending low area about midway down the west boundary of the proposed <br />permit area. The validity of this low could not be confirmed by this inspection. Although <br />this is not considered a compliance problem, the Reclamation Plan Map will require revision <br />and re-submittal with this low area removed. <br />A discussion was made of the topsoil commitments made by the County in the conversion <br />application. This was an issue also identified in the Division's adequacy review of the <br />conversion application. The County's intended response is indicated to be a commitment to <br />salvage 6 inches of soil and sub-soil in order to be able to ensure that 3 to 4 inches will <br />be available to be spread as part of the reclamation process. <br />In the Division's adequacy review, there was concern expressed that more than one soil unit <br />is present within the permit area rather than just the one identified and described in the <br />application.
