?' <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />General Comments <br />This was an aerial inspection of the McClane Canyon Mine, covering the mine portal area, haul road, and <br />support facilities (office, sediment pond, soil stockpiles, etc.). In addition, imagery covered the reclaimed <br />emergency drill pad and upper segment of the reclaimed drill road, on the North Fork of Munger Creek. Four <br />digital photo images covering the mine portal and support facilities, and three images covering the reclaimed drill <br />pad and road were taken by Harry Ranney of DMG on a flight of July 14, 2006. The images were viewed by Dan <br />Mathews of DMG, on July 28, 2006. <br />Roads <br />Detailed observations could not be made, but the haul road appeared to be in functional condition, with no <br />indication of excessive dust, erosion, or other problems. The road surface was being graded during the fly-over. <br />Hvdroloaic Balance <br />There appeared to be a small flow in East Salt Creek; no flow in McClane Creek. <br />The sediment pond contained no water, or only a small pool near the dam that was not visible in the photos due <br />to angle and shadow. <br />SAE silt fences were evident in the appropriate locations. <br />Detailed condition of culvert structures and ditches could not be discerned. <br />There was no indication of ditch breaches, excessive erosion, or sediment deposition outside of the <br />approved sediment control system. <br />Suooort Facilities <br />In the May inspection report it was noted that maintenance of silt fencing was necessary at the reclaimed drill <br />pad area on the North Fork of Munger Creek. Digital images show that silt fence segments that had required <br />maintenance were in place, and they appeared to be intact and functional. Apparently, the necessary <br />maintenance had been pertormed. There was no indication of excessive erosion, slumping, or sediment <br />deposition associated with the reclaimed drill pad and adjacent segments of the reclaimed drill pad access road <br />Soil surface in the reclaimed area is somewhat obscured by limbs and brush pulled back over the surface <br />during reclamation, as well as by vegetation cover that has become established. <br />In general, operations appeared to be in compliance with applicable requirements. <br />3 <br />
