NSPECTION REPORT Page 1 <br />September 17 through 19, 1991 <br />Colorado Yampa Coal Co <br />29588 Routt County Rd 1127 <br />Oak Creek, Co <br />Energy 1 S 2 / Eckman Park <br />Personnel Present During the Inspection: <br />Marcus Middleton Colorado Yampa Coal Co <br />Rick Mills CYCC <br />Tony Waldron Colorado Mined Land Reclamation Division <br />Gary Fritz Albuquerque Field Office/Office of Surface Mining 11244 <br />Weather and Ground Conditions during the Inspection: <br />Cloudy and cool; dry <br />GENERAL COMMENTS <br />This was a complete oversight inspection. The State was notified <br />regarding my schedule and was able to send someone to meet me at the <br />mine to conduct a joint inspection. Credentials were presented to <br />company officials for identification. <br />There were no enforcement actions pending abatement nor were there <br />any issued following this inspection. <br />There were however, several areas of concern brought out during the <br />close out review of the inspection with company officials that should <br />be mentioned in this report for future reference. The first one, is <br />a question about the requirement for two separate spillways, a <br />primary and emergency, for stock ponds being built on the reclaimed <br />area. A number of the ponds have already been constructed in these <br />areas and more are to be built. The ones that have been built are <br />less than two acre feet in size and have a trapezoidal riprapped <br />single spillway. Topsoil on the reclaimed area where the pond is <br />built is pushed back, the impoundment is then roughed out, surveyed <br />for design specs, finished when elevations meet standards for the <br />embankment and pond bottom as well as the spillway, topsoil .is then <br />pushed back over the embankment and a seeding mix applied for <br />revegetation. <br /> <br />At this time, all of the constructed stock water ponds are above <br />sediment ponds that do have two separate and distinct spillways. At <br />this time, the stock ponds are not in violation for the two spillway <br />
