III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />General Comments <br />This was an aerial inspection of the Seneca II-W Mine. The site was flown by Harry Ranney of DMG on <br />8-29-05, and 16 oblique and near vertical digital images were taken. The images were viewed by Dan <br />Mathews of DMG on 8-31-05. Comments below are arranged by photo number. <br />#79. 005-E1 watershed in the "D" Pit Area. No significant erosion evident. Water in Stock Pond T-20, <br />some apparent growth of cattails evident in the pond. <br />#80. Upper 005 watershed. Area appears stable and well vegetated, no evident erosion. Water. <br />pooled in Stack Pond T-18. <br />#81. Neck Pit and upper "B" Pit Area. Most areas appear well vegetated and stable. Small area of <br />steep slope on east side of Ridgeline Road, just north of fenceline along the neck pit area does <br />not appear to be well vegetated. This area should be checked on next field inspection. <br />#82. Middle and lower "A" Pit Area down to Pond 016. Riprap still present along the hillslope adjacent <br />to the lower segment of 006 Gulch, across from and a couple hundred yards upstream of the oil <br />well. Apparently, gully repair and channel riprap installation has not yet been completed in this <br />location. Water pooled in Stock Pond T-5 and Sediment Pond 006. <br />#83. Photo covers portions of the South Extension in the 016 watershed, including the active Wolf <br />Creek/Sage Creek mining block, the stabilized slide area on the ridgeline outslope, portions of the <br />graded/topsoiled ridgeline pit area and the north leg of the Wadge Pit. Topsoiling has been <br />completed along the ridgeline area and partially completed along the spoil slope side of the north <br />leg Wadge Pit. Channel PM3 channel construction has not yet been initiated. Although <br />indistinct in the photo, there appeared to be a possible small slide scarp on a reclaimed slope at <br />the south end of the ridgeline pit area, near Channel PM-4, that will need to be checked. A <br />portion of the slope in the immediate vicinity had recently been roughened in preparation for <br />broadcast seeding. <br />#84. Long view of "A" and "B" Pit areas: <br />#85. Lower north leg of Wadge Pit in South Extension, including Pond 016A. Grading not yet <br />completed in this area. Pond 016A water level several feet below tap of primary riser. <br />#86. View similar to #85. <br />#87. North leg Wadge Pit in South Extension. Highwall grading has not yet been completed. <br />#88. Lower south leg Wadge Pit and Ponds 016 and 016A. Grading not yet completed in this area. <br />Pond 016 water level at top of primary riser. <br />#89. Dragline and coal shovel in active pit areas. <br />#90. Similar to #89. <br />#91. Longer view of Wolf Creek block. Grading is contemporaneous, topsoiling completed in the <br />southern end of the area. <br />3 <br />
