<br />(Page 21 <br /> <br />MINE ID aY OR PROSPECTING ID A M79-002 <br />INSPECTION DATE 6-17-97 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a routine monitoring inspection of the North Delta Pit, located on the north bank of the Gunnison River, just north of the <br />town of Delta. The pit is permitted to disturb 66 acres for excavation of sand and gravel from a wet pit site. The post-mining land <br />use will be a large lake. <br />The phase 1 area is still being mined. Excavation has not proceeded very deep. There is an asphalt batch plant stored on site. <br />There is a fuel tank and several waste oil and asphalt filled buckets that need to be stored in an adequate spill containment structure. <br />The golf course adjacent to this site pumps water from the pit for watering the grass. A small concrete basin, approximately 4 feet <br />by twelve feet by two feet deep, is located in the center of the site. This structure appears to facilitate tfie water transfer. <br />The operator needs to perform weed control measures for a serious infestation of Russian knapweed. Ruie 3.1 .1016) states that <br />weed control shall be employed for all prohibited noxious weed species, and whenever invasion of a reclaimed area by other weed <br />species seriously threatens the continued development of the desired vegetation. Weed control methods shall also be used whenever <br />the inhabitation of the reclaimed area by weeds threatens further spread of serious weed pests to nearby areas. A list of noxious <br />and problem weeds and control techniques for these species can be obtained from the County Extension Service, the County Weed <br />Control District Office, or the local office of the Soil Conservation Service. <br />Russian knapweed covers entire fields on both sides of the access road. It is also well established on Loth the disturbed and <br />undisturbed portions of the pit, as well as on some of the product stockpiles. To prevent spreading of this weed that is extremely <br />tough to control, it is highly recommended that Corn Construction refrain from selling material from this site until the weed problem <br />is eradicated. <br />Please be aware that topsoil stockpiles are to be graded to slopes of 3:7 or less and revegetated to protect against erosion and <br />weeds. <br />The mine identification sign is in compliance but the perimeter of the permit area is not adequatly marked fit certain areas. Please <br />install additional markers so the permit boundary is clearly marked. <br />Mine sites in Colorado are required to be bonded for the actual cost of reclamation if, in the case of permit revocation and bond <br />forfeiture, the state were to put the reclamation work out for competitive bid. To update the current reclarttation estimate, review <br />and recalculation of the required bond for reclamation of this operation will take place over the next few months.
