INSPECTION REPORT - PAGE 2 <br /> FILE NO. M-77-573 <br /> DATE: November 5, 1986 <br /> OBSERVATIONS OF IMPORTANCE: <br /> 1 . The portion of the site for which the operator requests release is <br /> Stage 0, a 37.64 acre lake and adjacent lake shores. <br /> 2. The bulk of the lakeshores have 3:1 slopes below the water surface but <br /> are 2:1 to vertical above the water surface. A portion of the lakeshore <br /> is vertical both above and below the water level . This area is <br /> approximately 200 to 300 feet in length and is situated in the <br /> northeastern portion of the lake. This portion hosts a population of <br /> tamarisk and other wetlands vegetation; this area appears adequately <br /> vegetated and stable. <br /> 3. Much of the lakeshore vegetation consists of native annuals, or weeds. <br /> Vegetative cover is not "diverse, effective, and long-lasting", as <br /> required by Mineral Performance Standards. <br /> 4. The berm between the Arkansas River and the lake is approximately 50 <br /> feet. <br /> 5. While the above conditions do not comply with the reclamation standards <br /> of Rule 6 of the Mineral Rules and Regulations, the staff appreciates the <br /> fact that much of this excavated area was pre-1976 disturbance. The <br /> staff also agrees with the operator that re-entering, grading and <br /> revegetating with heavy equipment would disrupt the established wildlife <br /> and vegetative community. Therefore, the staff will recommend release of <br /> the north and east shores and lake area at the next Board meeting. <br /> 6. The berm on the southwestern portion of the lake contains small <br /> stockpiles of material that need to be removed. The south lakeshore <br /> contains small stockpiles, water discharge pipes, a gravel conveyor belt, <br /> local vertical scarps, and spotty vegetative cover. Reclamation is not <br /> complete in these areas. Consequently, the staff cannot recommend <br /> financial warranty release for these areas. <br /> 7. The operator is performing reclamation in most of the Phase I lakeshores <br /> and along the south lakeshore of Phase II. Activities consist of <br /> backfilling shorelines to 3:1 slopes, and retopsoiling. Revegetation <br /> efforts are scheduled for this coming spring. <br /> 8. The operator states that revegetation efforts have been hampered by <br /> dominance of weed species. <br /> 9. The staff appreciates the time and consideration taken by Bruce Cramb, <br /> Mark Klune, and Wilford Heller during the inspection. <br />
