III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was an aerial inspection that was flown on January 16, 2007, The digital images were reviewed <br />on January 1 S, 2007. There were no compliance issues at the Bowie No. 2 Mine that were noted during <br />the overflight. <br />Most of the mine site area was covered in snow. The operator has kept the main operating areas open. <br />The paved main haul road was clear of snow. The haul roads to gob pile no. 1 and gob pile no. 2 were <br />mainly clear of snow, as was the access road to to utility bench. All of the cleared roads appeazed to be <br />passable. The D and B seam portal benches and the main coal stockpile bench were clear of snow. <br />However, only a portion of gob pile no. 2 was clear of snow. <br />There was a large amount of coal stockpiled on the main coal stockpile bench and on the D-seam <br />portal bench. There was an obvious blackened area in the snow from coal dust falling from the <br />conveyor that goes from the B-seam portal bench up to the D-seam portal bench. This coal dust was <br />not a problem because the fugitive dust is in the middle of the mine site and the entire area drains to <br />sediment ponds. There were no other conveyor lines that showed any blackened area and there was no <br />evidence of any fugitive coal dust going offsite. <br />Ponds B, C, D, J and K were all snow covered but appeared to have little or no ponded water in them. <br />Pond embankments were snow covered but appeared to be stable. <br />There did not appeaz to be any problems with any of the facilities <br />c:/word/bowie2/insp0107 <br />
