MINE ID S GR PROSPECTING ID X
INSPECTION DATE 3/28/00
t Paye 3}
M-1489-n29
INSPECTOR'S INITIALS CLK
5) Reclamation problems: (pictures) That the reclamation is not yet complete, despite the completion of other, similar projects
in the area which were begun after the CAN(AS operation begun.
Reclamation permits within the State of Colorado are open-ended and do no[ have an enforced end date for mining and
reclamation. As long az the site is being actively mined or reclaimed with no problems that would lead to permit revoca[ion,
then the permit can remain active for an indefinite period of time. C.R.S. 34-32- l 16(7)(q), noted by the complainant merely
states that "upon termination of the entire mining operation and in accordance with the reclamation plan, each phase of final
reclamation shall be completed prior to the expiration of five years after the dale on which [he operator advises the Board [hat
such phazr: has commenced, unless such period is extended by the Board."
Pictures:
1) Pictun: of the pipeline near the concre[e/azphalt piles, and the water pooling in the area.
2) Pictun:s of "dead [rees along the StVrain next to C& M".
3) Picmn: of a fuel spill near a pump, az well az a small fuel tank which does not have proper containment.
4) Vatiotts other pictures of reclamation completed at sites under other operators.
Water does pool in the area where the concrete and azphalt is stored, but no evidence of direc[ discharge from this area to the
SL Main can be found.
No eviden<:e of fuel spills was found doting this inspection. One fuel tank inside the processing area (near the asphalt plant)
was no[ in .s berm, but Mr. Helm was not certain whether any material waz being stored in it Testing of the tank and submittal
of the results to DMG should be done within 30 days, and if the tank contains fuel or waste material, it must be placed in a
berm or tank. (see PB2)
6) Future Mining Plans: That the permit had been amended several times, and there is apparently no end in sight; questions of
what will happen with the conveyor belt is to be installed; that CAMAS is currently negotiating for another permit
Permits mtty.be amended az many times az needed in order to comply with the Colorado Surface Mining Act and the
Constructi~~n Materials Rules and Regulations. CAMAS Ce., Inc. is curtently an operator in good standing with the
Division of Minerals and Geology, and az such, may hold as many permits as they wish, provided they comply with all
applicable rules and regula[ions and post sufficient financial bond to cover the cos[ of reclaiming all the sites which they
have permits to mine and reclaim. An amendmen[ to this permit will be submitted by CAMAS for the conveyor belt in the
future, at which point members of the public will be free to comment on the proposed corridor, and DMG will require that
the new art:a comply with all applicable rules and regulations.
I & E Contact Address
NAME Mark Helm.
JP:::...TOR _^AMAS Co.
