.ZI. Comz-ents - Compliance

Bel o:r are particular issues .,i t4 regard to any o_° the above comuliance hens. Enforc?:r.?nt
actions resuitinc from failure to comply with the ~ct, Rules and ReculaCions, and tie permit
also are identified below.
4.02 Signs and filar};ers
Upon permit issuance, signs will be installed to mart, the perimeter of the approved
surface disturbance area for the existing Red Canyon Mo. 1 and the procoscd
Red Canyon n'o. Z.
4.05 Hydrologic Balance
D1ine water was beiry pumped into the }end at the time of the inspection ard.t,he
pond was discharging at a rate of 35 gpm. The water is obviously hieh in dissolved
solids, as indicated by a white precipitate c+~hich coats the sides of t)se channel
for a short distance below the discharge point. The operator explained that
monitoring of surface c.~ater sources above the workings and monitoring of crater
within the mine indicate that the probable source of the high TDS water is drainage
from old abandoned workings within the mine. Inflows into the old wor}sings are
probably induced by subsidence, to some extent.
71 small portion of the yard area at Red Canyon drains into the portals. .ztny runoff
from the area misses with mine mater and is pumped out into the sediment pond.
Elimination of this dra ins _qe would require a considerable amount of regrading.
The operator t4as requested a variance to allow a limited amount of drainayc into
the portals. This issue wi 11 be addressed ir, the Division's Findings Lbcumen C,
which is currently being prepared.
One culvert adjacent to the shop was plugged, and the Cast side diversion ditch
was filled in with weeds in some areas.
4.09 Disposal of Excess Spoil and Development t9aste
Details of the construction and reclamation timetable have not been finalized, but
will be resolved prior to issuance of the permanent program permit. The bond
amount will be Lt~sed on the maximum extent of exposed refuse projected for the
five year permit term.
The operator co•r_: dulvisad that, pur.,uont to P.u)c 4.
