(Page 2) • • <br />MINE ID # OR PROSPECTING ID # M-85-212 <br />INSPECTION DATE 03/22/00 INSPEC OR'S INITIALS ESC <br />OBSERVATIONS <br />This was an inspection of the Arkins Park Quarries conducted by Erica Cr sby of the Colorado <br />Division of Minerals and Geology. Phillip Sprague was present during t e inspection. The <br />inspection was a result of two citizen complaint letters. Steven Carty ubmitted the first <br />complaint via a-mail on March 12, 2001 and follow-up a-mail on March 15, 2001. Peggy Burch <br />submitted the second complaint on March 16, 2001. I <br />The nature of both citizen complaints is in regard to mining activity on a site that is <br />deemed "terminated" on the Division's Permitting Database. According to the citizen <br />complaint letters, the site is actively being mined. The site is no th of Arkins Park <br />Quarries (M-85-212) and immediately adjacent and south of Carter Lake En erprises (M-85-099) <br />west of County Road 27 in Larimer County. <br />The terminated site in question was permitted by Neil Spring in 1985 a d was named Arkins <br />Park North, File M-BS-213. According to Division's records M-85-213 was terminated on <br />8/28/86 and incorporated into the active 112 Arkins Park Quarries (M-85-2 2). On 8/28/86, the <br />operator combined two 110 permits into the Arkins Park Quarries, Arkins P rk North (M-85-213) <br />and Arkins Park South (M-85-214). The active Arkins Park Quarries conta' s a permit area of <br />200 acres whereas 64 acres will be disturbed. See attached map for fur her detail. <br />The northern portion of the site (formally Arkins Park North M-85-213 was inspected to <br />ensure that mining was taking place within the permit area. Amine iden ification sign was <br />posted at the entrance to the site. Boundary markers were posted and fining activity was <br />within the designated area. The site is adjacent to the Carter Lake E terprises pit, and <br />both sites are being mined by Phillip Sprague.
