III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br />and Safety. <br />The mine is a reclaimed surface mine, with no personnel on site. The weather was very cold (around <br />10 ° F) and clear with a snowpack of 1 to 1 '/z feet, with drifts up to 3 feet deep. <br />Access to the Loadout had not been plowed. There was no safe area to pull off State Highway 14 to <br />access the site. Snow is drifted across the access road to the Loadout. The Loadout was inaccessible. <br />Jackson County road 12 is plowed to the mine access road. The mine access road has not been plowed. <br />Inspector was able to walk to the mine gate. The mine sign is posted and contains appropriate <br />information. Snow drifts were upwards of 3 feet deep. Mine site is snow covered. Pit 1 is snow <br />covered with vegetation protruding through the snowpack. No concerns were apparent in Pit 1. Pond <br />E was visible from Jackson county road 29. The pond is frozen and not dischazging. <br />Numerous jack rabbit and coyote tracks were visible on the access to the mine. Coyote could be heazd <br />yipping in the distance. <br />3 of 4 WHITE -File YELLOW -Operator PINK -Specialist <br />
