III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection by Kent Gorham of the Colorado Division of Minerals <br />and Geology. This former, contour strip operation is bond revoked. Inspection <br />frequency is quarterly, with one complete inspection each year. Ground conditions <br />on this day were dry with patchy snow in the shaded areas. The weather was mild <br />for December. <br />Si4ns and Markers <br />The signs posted by DMG along the county road on the east and west side of the <br />permit area were noted in good condition. <br />Hydrologic Balance <br />Ponds 15-P12, 15-P11, 15-P20, and 15-P8 each held a small pool of frozen water. <br />Embankments and spillways appeared in good condition. Evidence indicates wildlife <br />and cattle use these ponds as a source of water, when available. <br />Revegetation <br />The growing season is effectively over, but due to unseasonably warm conditions, <br />south facing slopes show some green growth near ground level. Grazing pressure <br />and dry conditions have rendered some areas nearly bare. These exposed areas will <br />need to be monitored for vegetative cover prior to the rainy season in the summer <br />months. Without control over grazing, establishing significant vegetation on <br />these areas may be difficult. Cattle were not observed in the area on this day. <br />Overall, the site is in fair condition going into the winter season. <br />3 <br />
