<br />III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On February 21, 1991 a partial inspection was conducted at the Blue Flame <br />Mine. At the time of the inspection a mine representative was not present. <br />The weather was clear and cool. The north facing facility was 90 % covered <br />with snow and only the tops of the road berms were free of snow. Snow <br />cover made observations of the sediment control system difficult. <br />There did not appear to be any activity at the mine since the last <br />snowfall as evident from the lack of foot prints in the snow. Since my <br />last inspection in June there appears have been considerable activity at <br />the mine with respect to clean-u p. The berms had been rebuilt on the <br />portal bench and areas where snow had melted, straw mulch could be seen. <br />The office trailer had been removed as well as the ventilation fan on the <br />portal bench. Both portals were protected from public access with wire <br />grating. The upper diversion, sediment control ditches and sediment pond <br />could not be inspected because of snow cover. <br />No problems were noted at the mine. <br />
