III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection conducted by Harry Ranney of the DMG. Aerial photographs were <br />taken on November 24, 1998. The aerial photos were reviewed by Mike Boulay (DMG). <br />Weather conditions were cleaz at the time of the flight and the mine site was mostly free of snow <br />cover and appeared to be dry. <br />Backfill and Gradine <br />There was no backfill and grading activity noted at the time of the Hight. A small amount of coal <br />is visible in the photos near the eastern extent of the Wadge Pit. <br />Topsoil <br />Ongoing reclamation in the Wolf Creek Pit was viewed. Topsoil redistribution is nearly <br />complete in the Wolf Creek Area Pit. Only a small portion of the lower Wolf Creek Pit has not <br />had the topsoil replaced. <br />
