III. COMMENTS -COMPLIANCE <br />Below ore comments on the inspection. She comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Edna Mine site. Weather conditions were warm and clear. <br />Ground conditions were fairly dry, although there was evidence of heavy precipitation over <br />the weekend. A few small puddles of water were observed on the road shoulders. Two <br />surveyors, Dan and Max, from Western Water Consultants were surveying the stability <br />monuments in the Moffat area. They said they had surveyed the ponds the day before. A <br />grader was working in the West Ridge area. No one else was observed on site. <br />Roads <br />Downed power or telephone lines are blocking the lower part of the Goat Trail. A couple of <br />poles have fallen and the lines are lying on the hillside and go across the road. These lines <br />and poles need to be either repaired or removed. <br />The Norfh Moffat Road is in good condition. The West Ridge road has recently been graded. <br />Hvdroloaic Balance <br />All sediment ponds were checked. The ponds in the Oak Creek drainage are mostly dry. <br />There was no discharge. The West Ridge pond was not discharging. The Center Ridge pond <br />was discharging and the discharge was mixing with the water from Spoil Spring 001 at NPDES <br />point 007. A flume is being installed below NPDES point 007 in the field just beyond the fence. <br />Water was discharging from the Moffat Pond at a low rate. <br />The West Ridge ponds were walked. The channels between many of the ponds are deeply <br />incised and filled with rock. Water was discharging from the lower eleven ponds at a low <br />rate. The upper seven ponds are filled with sediment. An incised channel flows through the <br />sediment in most of these. Since they are filling with sediment, but still contain moisture, P&M <br />may want to consider seeding mesic plant species to help stabilize the drainage through the <br />sediment filled ponds. <br />Several of the contour ditches in the West Ridge area have been regraded recently. <br />Support Facilities <br />Only two power poles are stored on the Oak Creek storage pad. <br />Fish and Wildlife <br />Several deer were observed in the Moffat Area. The herd of approximately 200 elk was <br />observed grazing in the Center Ridge drainage and adjacent reclaimed slopes. <br />Reclamation Success <br />A herd of roan cattle was grazing in lower West Ridge during the inspection. DMG has <br />recently approved managed grazing on the Edna mine site that will begin next_year. <br />
