Tom Logue accompanied the DMG <br />inspector throughout the inspection. The Highway 50 Borrow Area No. 2 is approved for 21.93 <br />acres affected area. DMG holds 555,000 financial warranty. Operator has commenced final <br />reclamation. <br />Excavation activities have ceased. The operator has completed backsloping of the pit walls, <br />grading of affected lands, topsoil replacement and seeding. Significant quantities of water were <br />impounded within the pit as several locations, alkali deposits were observed. The operator <br />indicated that the reclaimed pit area exhibits internal drainage and receives irrigation waste water. <br />Vegetative cover was establishing. Vegetative cover included various grasses, alfalfa, four-wing <br />saltbush, cattails, rushes, cottonwoods and willows. <br />Please find attached, copy of an August 2, 1999 correspondence from the Office of the State <br />Engineer, Division of Water Resources (DWR) indicating that the operation will consume <br />groundwater by evaporation and water removed in the mined product. Therefore, a well permit <br />from DWR is required. However, the mining and reclamation plans indicate that a 2' cover will be <br />maintained above the groundwater elevation to ensure that groundwater is not exposed. <br />If the operator cannot demonstrate that the water, impounded within the pit, does not include <br />exposed groundwater and is limited entirely to irrigation waste water, the operator must either <br />partially backfill the pit to maintain the appropriate 2' cover above the groundwater elevation, OR <br />secure a well permit from the DWR. <br />Responses to this inspection report should be directed to the Division of Minerals and Geology, 701 <br />Camino del Rio, Room 125, Durango, Colorado 81301, Attn: Wally Erickson, phone no. 970-247- <br />5469. <br />I & E Contact Address <br />NAME Tom Loaue <br />OPERATOR Elam Construction, Inc. <br />STREET 1225 South 7'" Street <br />CITY/STATE/ZIP Grand Junction.
