III. COMMENTS -COMPLIANCE <br />P~ ~~a <br />~owtt,f;~(~ C~-gl-ors/ <br />gih~-or <br />Below are comments on the inspection. The comments include discussion of obse Lions <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Southfield Mine conducted by Jim Stark of CDMG. AI <br />Weaver of EFCI accompanied me. The mine is in temporary cessation and is no longer <br />hauling coal, as all of its stockpiles are gone. The weather was warm and cloudy and the <br />ground was dry. <br />AVAILABILITY of RECORDS: All records were available in the mine office and were contained in <br />two volumes. Please see the DMG Availability of Records form at the end of this report for <br />more details. <br />SIGNS and MARKERS: All of the necessary signs were up and in good condition (including mine <br />ID sign and topsoil stockpile signs). <br />ROADS: The haul road to the refuse pile was also well maintained and in good condition. The <br />road around the refuse pile and the access road to Ponds 3 and 4 was also in good <br />condition. The mine entrance road was well maintained and in good condition. The road <br />from Pond 1 to Pond 2 and through the bone-yard was in good condition. <br />HYDROLOGIC BALANCE: <br />- Pond 1 contained water at a level about one foot below the discharge pipe. The pond is <br />well vegetated and in good condition. The pond has been cleaned and most of the cattails <br />that were in the pond have been removed. <br />- Ponds 2 and 3 are lined ponds used for the wash plant. Both of these ponds contained <br />water and were in good condition. The water level in Pond 3 was about two feet below the <br />high water mark and the water in Pond 2 was about one foot below the high water mark. <br />- Pond 4 was dry. It is well vegetated and in good condition. <br />- Pond 5 contained water at a level about one foot below the discharge pipe. This pond was <br />well vegetated and in good condition. The inlet area of the pond has been cleaned. <br />- The ditches along the mine entrance road and the haul road to the refuse pile all appeared <br />well vegetated and in good condition. The 100-year ditch around the refuse is in good <br />condition. <br />-All of the culverts were clear and appeared to be functioning properly. All of the sumps <br />have been cleaned out. <br />-The at the explosives bunker is in good condition. <br />- Both ponds at the loadout were dry and in good condition. <br />PROCESSING WASTE: <br />- The "old" portion of the refuse pile was in good condition. It appears as if the final grade has <br />been achieved on the top portion. This part of the pile should be covered, topsoiled and <br />revegetated to avoid any erosional problems that may occur. <br />-There did not appear to be any water pooling on the active areas of the refuse pile. <br />-The sides by the refuse pile expansion and the refuse pile expansion itself contain quite a few <br />piles of uncompacted refuse. These need to be compacted so they do not wash away and <br />into pond 4. <br />
