(Page ?) <br />MINE ID # OR PROSPECTING ID # M-99-0 LB <br />INSPECTION DATE 06/08/99 INSPECTOR'S INITIALS CLK <br />OBSERVAT CONS <br />The following observations were made during an inspection of the site <br />1) Signs and boundary markers are in place as re~;uired by the rules. However, the boundaries <br />need to be better defined by more markers or berms, so that storage of topsoil and <br />materials stockpiles does not occur outside .he designated permit area. (PB3) <br />2) Excavation at the site has disturbed approxim,~t ely four acres of the permit area, leaving <br />five to six acres undisturbed at this time. The excavations so far consist of two long <br />trenches, approximately 10' deep, running ea:;t and west along the north boundary of the <br />site. <br />3) Topsoil has been stored north of the trenches along the edge of boundary, and in one large <br />pile on the southern boundary. Overburden has been stored close to the topsoil, and an <br />effort should be made to separate the two stockpiles. Materials stockpiles and a crusher <br />are being stored in the center of the site. <br />4) A small 18" drainage runs along the southern and western boundary of the site, directing <br />storm water to the south boundary. Silt fences have been installed at the southeast and <br />southwest corners of the site, to prevent dirt from being washed off the permit area. <br />5) Investigation of the nearby spring northwest c~nd some distance lower than the permit area <br />revealed that it appears to be situated diz~ectly west of the drainage that is a few <br />hundred feet west of the site. A 17" square is open on the top of the sump, and the <br />concrete block appears to be approximately :4" square by 24" deep. The concrete basin <br />encloses a sump, which is fed from the spring in the hillside. The sump drains into three <br />2" water lines for the Kings, Biskups, and Hz~lls. The concrete basin appears to be made <br />of 6" thick concrete, with a 3" concrete top. The pipes open approximately 6" below the <br />top of the sump. A stream leaks out of the bottom of the basin, and is used as irrigation <br />water by Mrs. Hall. According to both Dale Bi skup and Mrs. King, it is believed that the <br />concrete basin was built sometime in the 1990's. Both Mrs. Hall and Mrs. King state that <br />the spring runs clear most of the year, and he.s possibly been cloudy twice in five years, <br />when sudden snowmelts flooded the area. <br />6) A meeting was held at 5:30pm with Mrs. King and Mrs. Ashbaugh-Hall, who live near the <br />site, so that we could discuss their concern= regarding the pit's permit and to explain <br />the State process regarding appeals of permit approvals. The basics of blasting <br />requirements and the technical revisions which may be required before Mr. Wagner is <br />allowed to blast at the site were discussed, es well as the currently scheduled dates for <br />the hearing (July 27-28, 1999).
