Inspectors met with Mr. Jeff Todd during the inspection. <br />2. Most of the site was inspected in detail; a.nd numerous issues were <br />discussed. <br />3. The tailings pond areas were observed to be producing large quantities <br />of blowing tailing: dust. This dust was carrying off site and down the <br />Ten Mile Creek valley. <br />The permit (M-77-493) document states that fugitive dust will be suppressed by <br />using a chemical stabilizer. The Colorado Mined Land Reclamation Act <br />performance standards (C.R.S. 34-32-116(j)) also require that "All surface <br />areas of the affected land, including spoil piles, shall be stabilized and <br />protected so as to effectively control erosion and attendant air and water <br />pollution." <br />The matter of blowing tailings dust will be presented to the Colorado Mind <br />Land Reclamation Board as a possible violation of the permit (M-77-493) and of <br />C.R.S. 34-32-116(j) at the October 23-24, 1986 meeting. A formal <br />"Reason to Believe"/Nearing notice'.wi11 be forthcoming under separate cover. <br />4. Other areas of concern discussed with_Mr..Todd included topsoil salvage, <br />concurrent reclamation, mining and reclamation timetables, reclamation <br />bond amount and potential inadequacy of existing reclamation plans. <br />These issues will be addressed in a follow-up letter after a more <br />detailed review of the file and permit document. <br />/tmb <br />Doc.
