The Black <br />Snag permit is approved for 9.9 acres affected area, located on BLM lands, approximately 19 miles <br />NE of Dove Creek. No activities were observed, no persons contacted during the time of this <br />inspection. <br />Mine identification sign and permit boundary markers were posted. Mining and reclamation <br />activities appeared confined to approved areas. .Mine entrance road was well maintained. Low <br />water crossing for Disappointment Creek had.been improved by installing culverts and fill. <br />Mining activities have progressed to the southern half of the permit area. Reclamation backfilling <br />and grading appeared to have been completed for the northern half of the permit area. Reclaimed <br />areas appeared stable, evidence of settling, sliding or excessive erosion was not observed. Large <br />boulders and vegetative debris had been redistributed over reclaimed areas to enhance natural <br />appearance. <br />The annual report for 2002, submitted on 2/22/02, indicates that the operator intended to apply <br />the reclamation seed mix during the spring of 2002. Evidence of the seeding was not observed, <br />possibly due to extreme drought conditions. ~ Russian knapweed, a regulated noxious weed, was <br />observed within the NE section of the reclaimed area and along the Black Snag road. The Russian <br />knapweed did not appear well established at this time'but is extremely competitive and capable <br />of becoming a serious problem if not irradiated. <br />Mining and reclamation activities have avoided the fenced cultural site, located along the west side <br />of the permit area. <br />No problems or possible violations were oli'served.'
