The ridge separating the two draws requires <br />the excavation of a matching cut and fill yardage and, therefore, probably <br />represents 3 to 6 months of work before completion. This entire area <br />represents a serious potential sediment source, with no appazent drainage <br />or sediment control facilities in place at this time. <br />(5) The coarse ore storage area is partially excavated and represents <br />another serious sediment source, slope stability and potential health and <br />safety hazard. <br />(G) The access road is divided into two distinct segments, That segment <br />from the botton of Parachute Creek Valley to Davis Gulch is effectively <br />completely rough graded. The upper segment, from the Davis Gulch Dam site <br />to the ridgetop plant site is approximately 90% complete in its rough <br />grading. The lower segment appears to have most of its drainage facilities <br />in place, howevez', no such facilities appear to exist in the upper segment. <br />Preliminarily, I believe that the road grading and drainage facilities <br />should be completed prior to approval of cessation in order to assure access <br />to the mine site facilities in the event that remedial activities were <br />required. <br />(7) Surface facilities in the bottom of Parachute Creek Valley, below the <br />mine bench, are approximately 95% complete. However, r/ithout the protection <br />of the Middle Fork and Davis Gulch Dams, these lower elevation facilities <br />would be exposed to unacceptable risk from flood fla/s. Loss of these critical <br />lower area facilities would eliminate access to the site and constitute a <br />significant potential sediment source. <br />(8) The access road berm now partially completed across Lindauer Meadow <br />should be, in my opinion, removed and the site reclaimed. At this stage in <br />time, the embankment appears to be approximately 1/2 completed, with concrete <br />footing work in progress to place the arches to accommcxlate 'the ft'estern Fork <br />of Parachute Creek. <br />(9) The terminal area in Parachute appears to be fairly complete in its <br />grading and installation of facilities. The eastern amended areas are <br />currently involved with the construction being completed on the adjoining <br />areas of I-70, Retopsoiling and revegetation of that site would appear to <br />involve only minimal effort. <br />(10) Unfortunately, stripping of topsoil occurred at the water diversion <br />intake facility south of I-70 only last weekend.
