III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection flown on January 9, 2001. The digital images were reviewed on <br />January 1 I. 2001. No compliance problems were noted during the overflight. There was a little <br />snow in some of the shaded portions of the mine site. <br />Facilities <br />There were at least 2~ railcazs waiting for loading and at least 10 railcars that already had been <br />loaded. The railcaz string had been split so that the county road was not blocked. <br />Coal was being stockpiled on the west side of the facilities bench as well as just east of the <br />grizzly. The west coati stockpile was not located close to the bench edge. <br />There were no problems observed at the fuel facility or with any of the other facilities. There <br />were no problems with fugitive dust or coal going offsite. There was a front end loader on the <br />west end of [he railroad track area, apparently cleaning up some small coal spills front the loaded <br />railcars. There was no coal observed offsite, however. <br />Roads <br />All of the roads were dry and in good condition. The east gate was open. <br />Hydrology <br />The east pond appeazed to be wet but not holding water. The pond embankment and inslopes <br />appeared to be stable. A portion of the pond inslope was snow covered. The ditch leading into <br />the north end of the pond had some snow in it, but appeared to be functional. The west dugout <br />pond appeazed to be dry. <br />Toasoil Stockpiles <br />There were no erosional problems observed at the topsoil stockpiles. <br />c : \m s97\t e rror\i n s p0101 <br />
