III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on February 2, 2005 by Mike <br />Boulay of the DMG. Roy Kazo of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were sunny and cold. The entire mine site was snow covered at <br />the time of the inspection. With exception of the shop azea and boneyazd azeas, there was no <br />activity at the mine site during this inspection. <br />Roads <br />Road surfaces site wide were snow packed. The majority of the mine site was not accessible due <br />to drifted snow and icy-snow packed roads. An attempt was made to access the reclaimed Wolf <br />Creek Area and Wadge Area pits. None of these mine site locations were accessible due to <br />drifted snow and icy road conditions. <br />Hydrologic Balance <br />Ponds 002 and 003 were viewed. These sedimentation ponds were mostly frozen over and full. <br />Both of these ponds were dischazging at the time of the inspection. The Truck Wash Ponds were <br />holding water but not discharging. No problems were noted at any of the accessible pond <br />locations. Ponds 004, 008, and the PECOCO Impoundment were not accessible due to drifted <br />snow. <br />The bone yazd azeas and the shop azeas were the only locations cleazed of snow. These locations <br />were very muddy. Perimeter azeas at these locations were maintained and no problems were <br />noted. <br />
