III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion. of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the erforcement action. <br />This was an aerial inspection, flown on March 2, 2005. The digital images were reviewed on Mazch 7, <br />2005. No compliance issues were noted during the overflight of the mine site azeas. <br />Unit Train Loadout <br />There was no activity at this site. The three entrance gates were open. The entrance roads were in good <br />condition and no evidence of coal fines on the main highway was observed. No standing water was <br />evident in the sediment pond. The pond's upper diversion ditch appeared to be functional. There were <br />no problems with any of the loadout facilities nor with the facilities bench outslope. The operator <br />removed the fuel tanks that were located next to the shop. <br />West Mine <br />The road leading from the Stevens Gulch road to the West Mine was clear of snow and appeazed to be <br />passable. About two thirds of the backfilled West Mine portal bench was covered in snow while the <br />West Mine fan site and road were snow covered. There was no evidence of geotechnical or erosional <br />slope instability at the backfilled azea. There was some ice-covered water in both of the ponds but the <br />levels appeared to be below those of the primazy spillways. Pond embankments appeared to be stable. <br />East Mine <br />Most of the east mine was cleaz of snow. Snow covered the uppermost water tank bench and some of <br />the portal bench. Portions of the road between those two benches had some snow on it. <br />None of the cut and fill slopes for the benches or roads showed signs of slope or erosional instability. <br />There is a fair amount of stockpiled mine machinery still on the crusher/screener bench. There was a <br />little snow in three of the bin wall ponds. The bin wall pond that is second from the top had a fair <br />amount of water in it. No recent reclamation activities have taken place at the site. <br />There were no signs of slumping or erosional gullying on the West Ridge waste pile. There was some <br />water in the West Ridge waste pile sediment pond. <br />Run-of--Mine (ROM) Stockpile <br />Most of the ROM stockpile azea, including the haul road, was clear of snow. There appeazed to be a <br />little ponded water on top of the stockpile but this is not a problem since most of the coal waste has <br />been removed. No gullying or slope instability was evident. There was a fair amount of standing water <br />in the sediment pond. Pond inslopes and outslopes were stable. <br />c:/word bowie 1/insp0305 <br />
