III. COMDILNT3 - <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any enforcement <br />actions taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />This was a partial inspection conducted by Tom Kaldenbach of the Colorado <br />Division of Minerals and Geology. Dave Wallace represented the operator. <br />With the operator's consent, this report was not issued in the field. <br />The site is very dry due to a prolonged statewide drought. <br />The longwall is active in panel 14 Right. <br />Roads <br />Construction of the batch-weigh loadout haul road is in progress. This <br />project was approved in TR-30 and TR-41. Culverts have been installed and <br />the road embankment has been constructed. Road surface material and <br />compaction are not yet completed. Silt fences have been installed around <br />the work site for sediment control. No problems were found at the site. <br />Hydrologic Balance <br />The Fish Creek Borehole(outfall OOI,CDPS permit CO-0042161) was not being <br />pumped. Pond D (outfall 005, CDPS Permit CO-0027154) was not <br />discharging, This is the discharge point for mine pumping site 109. The <br />flume was in good repair. <br />Processing Waste <br />There was no activity on the refuse pile. The east face of the pile <br />appeared stable and there was no significant gullying of the slope that <br />has been topsoiled. The top of the pile slopes gently westward, away from <br />the east face so that runoff from the top down the face would seem <br />unlikely. <br />Revegetation <br />Thistle has been sprayed and has died-off throughout the surface <br />facilities area, including the Pond F area mentioned in last month's <br />inspection report. <br />Subsidence <br />No structures have recently or are currently being undermined. <br />3 <br />
